The dogs were found around 9:45 a.m. Monday, March 2, by a Good Samaritan running at large on Tinker Hill Road, in Putnam Valley, said Putnam County SPCA Police Chief Ken Ross.
The dogs, who were starving and extremely emaciated, were caught and taken to the Putnam Valley Shelter and then transferred to Carmel Animal Hospital due to their condition, Ross said.
The case is being investigated as possible animal cruelty/neglect and possible abandonment, he added.
